There are several reasons why a city should “manage” the mobility of its residents and visitors. However, they are all based on the traffic situation in the city, the traffic behaviour of the inhabitants, etc. But these are not the main reasons. They must be sought in inhabitants’ daily needs, but also in urban planning.
